Municipal Separate Storm Sewer Systems (MS4)


The existing regulatory definition of an MS4 is a conveyance or system of conveyances (including roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, or storm drains) designed or used for collecting or conveying storm water, which is not a combined sewer. Owners and operators of MS4s include municipalities and local sewer districts, state and federal departments of transportation, universities, hospitals, military bases, and correctional facilities.


CLD is currently under contract with a number of municipalities throughout Northern New England to establish the appropriate National Pollutant Discharge Elimination System (NPDES) Phase II Programs and annual reporting processes.
